Rules on the water

These sailing regulations apply to training and regatta operations on the Rotsee. They are based on the regulation for the protection of the Rotsee and its shores of April 30, 2013.

These regulations (Rules on the Water) come into force on 01.05.2024 and replace the previous directives from 02.05.2022.


These regulations apply to training and regatta operations on the Rotsee. They are based on the ordinance for the protection of the Rotsee and its shores of April 30, 2013. The Luzern-Rotsee Rowing Center Foundation, as the owner of the rowing center, is responsible for enforcing these regulations.

According to the regulation for the protection of the Rotsee and its shores of April 30, 2013, the Rotsee may only be used for rowing training from May 1 to October 15. The right to train on the Rotsee is available to every licensed member of SWISS ROWING who is preparing for a national or international regatta. Each use must be registered in advance with the Lucerne Rowing Center – Rotsee Foundation and is subject to a fee. Exceptions to this are squad meetings of SWISS ROWING and the training sessions of the three Lucerne rowing clubs. International regatta teams can obtain hospitality for training purposes from the Lucerne – Rotsee Rowing Center Foundation in return for compensation. In order to prevent overuse of the Rotsee, use by the recreational sports category is only permitted in exceptional cases and with the approval of the Lucerne Rowing Center – Rotsee Foundation.

Training on the Rotsee

In order to increase safety on the Rotsee, a buoy rope or a large buoy will be installed every 500 m to clearly demarcate traffic during rowing operations from May 1st to October 15th. The Lucerne Rowing Center – Rotsee Foundation is responsible for the installation;

Entering and exiting the water is only permitted at the pontoons provided for this purpose;

Towards the start, rowers must row on the side of the rowing centre (south bank) and towards the finish on the “Sedel” side (north bank). The distance to the bank must be at least 30 metres on both sides of the lake. In general, rowers should use the centre/buoy rope as a guide and not the bank;

Crossing the lake is only permitted in the starting zone and after the finish line. Only full laps may be rowed. Crossing the middle rope or the lanes is generally prohibited;

As soon as the regatta infrastructure is installed on the lake, the current sailing regulations will be posted at the main entrance to the rowing center;

Coaching

Coaching is only permitted at the designated areas at the boat storage area (Zone 1) and the finish area (Zone 2);

During the breeding season, when choosing a location within coaching zones 1 + 2, consideration must be given to breeding waterfowl and to fishermen, especially in the “Jungfischerplatz”.

The use of amplifiers (megaphones, etc.) and driving any kind of vehicle along the riverside paths are generally prohibited.

Regatta operation

Regatta organizers issue regatta-specific sailing regulations.

Swimming

Swimming in the lake is generally prohibited outside the Ebikon – Rotsee bathing establishment (at the start).

Motorboats

The use of motorboats for training purposes is strictly prohibited. Exceptions can be granted for SWISS ROWING selections, but these must be agreed between the Lucerne Rowing Center Foundation – Rotsee and the Nature and Landscape Conservation Department of the City of Lucerne. Teams or clubs that do not comply with the rules may be expelled from the lake.

Use of drones

The use of drones of any kind is prohibited due to nature conservation and the proximity to the Emmen military airfield.
